The only soldiering he's done at this point is go AWOL off the base to rescue Bucky and the other prisoners, and they couldn't have made him a Captain for that. On a somewhat related note, when Colonel Philips is dictating a letter declaring Rogers KIA, he refers to him as "Captain Steve Rogers". ![]()
